Colloidal Silver Dropping in PPM Between Production and Reduction

I followed Diedre's instructions and using a TDS meter (total dissolved solids), after the production using DC current and an electrolyte, my final reading was 20 PPM. Then, when I reduced using a 50:50 Karo syrup:distilled water, the PPM drops to around 8 PPM. Why is this? Color looks good and taste is good, but why the drop in PPM?

Here is a good explanation of why a TDS meter can not measure PPM of silver nanoparticles (AgNPs) :

The TDS meter is mainly useful for determining if your distilled water is distilled enough to make AgNPs with it.
